Moving from community-led CIC to regulated market supplier: building commercial foundations that let you scale without losing what makes you different.

Down to Earth was already a successful community-led CIC with a strong reputation for delivering social impact. They weren’t chasing growth for growth’s sake; they’d spotted a values-aligned opportunity.

Following the Welsh Government’s release of the Pattern Book and Tai ar y Cyd principles, a new market was emerging: locally rooted delivery, sustainability, long-term community value. For Down to Earth, this wasn’t a departure from their ethos. It was the next level of it.

They asked a practical, mission-led question: What if homes could be built by the community, for the community — at scale?

To explore that opportunity, they needed to move from project delivery into a regulated, procurement-led market as a supplier. What they thought they needed was a five-year growth plan. What they actually needed was commercial architecture.

Our Role

Smudged partnered with Down to Earth to design the commercial foundations required to enter this market without diluting their mission or overwhelming their people.

The challenge wasn’t ambition or belief. It was designing a system that could operate in a compliance-heavy environment while staying true to purpose. Without this structure, one of two things would have happened: their mission would have been diluted to fit procurement norms, or the organisation would have stalled under the weight of complexity.

We worked outside-in, using market analysis, competitive assessment, and buyer reality to test assumptions and shape a viable route to market. The focus wasn’t on producing a document — it was on answering one critical question: How do you enter a regulated market in a way that protects your mission while being commercially credible?

Through this engagement, we designed and delivered a complete five-year business and operational architecture:

  • Market positioning: Framing Haus Hwb as a delivery partner aligned to policy and outcomes, not a commodity supplier
  • Route-to-market clarity: How work is won, approved, and delivered in practice within procurement frameworks
  • Commercial model design: Tested delivery scenarios with clear assumptions around risk, margin, and capacity
  • Phased growth plan: Disciplined approach to entering the market and expanding responsibly
  • Governance and decision frameworks: Leadership clarity on what to pursue, what to pause, and what to decline

All designed to ensure growth didn’t rely on goodwill or over-stretching the organisation.
